Brief Introduction to the Book
This book expounds,researches and discusses in an overall,systematic,real and pragmatical way,the theory,guiding principle,policy and practice problems relating to the Three Gorges Immigration of China.it is divided into four sections and sixteen chapters.In the first section(from the first to the third chapter),by drawing no the theory and from historical angle it discusses in great detail the immigration experience and lesson in seven typical reservOirs of our country.In the second section(from the fourth to the ninth chapter),by resting on practice and according to Immigration Rules and Regulations in the construction of the Three Gorges Project,it researches Objectively the immigration work in four major categories.In the third section(from the tenth to the fiteenth chapter),facing reality and employing the idea of sustainable development,it analyzes rationally the immigration problems in five aspects.In the fourth section(the sixteenth chapter),out of consideration for the future and taking a responsible attitude toward history,the author puts forward earnestly five proposals.
Preface
Since the beginning of the year 1992,we`ve participated in the investigation,research and inspection of the construction of the Three Gorges Project of the Yangtze River,and the collection and intensive reading of the interested materials.I`ve in person taken part in the whole process where the Fifth Session of the Seventh National Peoples`s Congress examined and adopted the bill for the construction of the Three Gorges Project of the Yangtze River,submitted by the State Council.From then on,We`ve forged an indissoluble bond with the immigration work and the study of its relevant problems of Three Gorges reservoir area,lasting eleven years.We`ve,in different status,independently presided over,organized or taken part in various investigations,studies and inspections in connection with the Three Gorges immigration work,and at the same time,we`ve made research of different types on the immigration problems,held seminars,and published plenty of articles and papers.During that period,apart from 1996 When I had a cancer operation,I went to immigration counties and townships every year and never discontinued.Ptactice has made us cherish a kind of feeling,a sense of resposibility and mission towards the Three Gorges reservoir area,its immigration work,migrants who stay nearby and emigrants who move far away,cadres and leaders,and local cadres and leaders of other provinces and municipalities,who accept immigrants from the Three Gorges reservoir area.It is with this sense of responsibility and mission that we`ve been researching the Three Gorges immigration work and problems.This is the background and motive for which we`ve written the present monograph,and entitled it.The Three Gorges Immigration of China.
As to the immigration in the irrigation works,we have two most fundamental understandings and view as follows:
First,the work and problem concerning the immigration.Firstly,the immigration work and the immigration problem are both connected and differential.They belong to two different categories,both can`t be,and should not be confused.Secondly,New China saw lessons in the immigration work,some of them even were bitter.Nevertheless the Three Gorges Immigration Project,as a special task which the Party,the Government and the people all over the country pay close attention to,is successful on the whole.Thirdly,the immigration is a special process of population removal,which has to follow the objective law of the latter.Practice both at home and abroad has proved that the immigration can cut down faults,progresses smoothly and succeeds when it observes consciously objective law.On the contrary,if it fails to follow,and even violates the objective law,problems of various kinds can arise inevitably and it can be punished by objective law.This is a real problem which can`t be avoided,and it must face up to.The Three Gorges Immigration should take warning from it.
Second,policy concerning the water conservacy project immigration of China.History has demonstrated that immigration policy implemented in the past "with compensation made in one lump sum" was a failure,and that the present immigration policy with develpment characteristics represents a historic advance.In order to realize compeletely the immigration policy`s goal "Migrants can move away smoothly,settle steadily and become wealthy gradually",and meet modern people`s material and spiritual need,the ultimate goal of immigration should be sustainable development.It should persist in "taking human being as the basis",plan to resettle in every domain immigrants out of consideration for society,economy environment,resources,population and so on;in the meantime it should perfect the immigration policy,law and regulations,immigratate acdording to law so that migrants may live in peace and plenty,and society may be in long period of peace and stability.
The book is a final fruit of the "research item of sustainable development in Chongqing reservoir area of the Three Gorges Project" given by Chongqing Immigration Office and administrated by Immigration Development Bureau of the State Council`s Construsction Committee of the Three Gorges Project.In view of item research requirements we`ve spent four vears carrying out on-the-spot investigation and systematic study.A great number of materials in the book come from the forefront of the immigration project,and are mainly collected,arranged and written by ourselves.There are alse many experts,scholars,cadres and leaders in charge of immigration work in the immigration districts and counties,and reporters who have cooperated wholeheartedly with us,have taken part in our investigation and research,and written some chapters for the book.Naturally,we also "stand on the giant`s shoulders",have referred to and quoted many forefathers` positive results,materials and data.Without the hard work of these cooperators and pionees,we could not have finished the book.Here we`d like to express our heartfelt respect and thanks to them.
The Three Gorges Immigration of China belongs to the collective,everyone,certain migrants,even all people including those who have passed away,and who have gone through hardship and misery in the immigration course of China.Moved and inspired by all these people`s spirit,we can only have courage and determination to write the present book.Our purpose is:to to responsible for history and for future generations.
The Three Gorges Immingration of China is undoubtedly imperfect,defective,and even may have some mistakes.We sincerely welcome and acdept help,instruction,advice and criticism.If possible,I am willing to revise,perfect and supplement it once again in my remaining years.
